William Owen "Buckey" O' Neil served as the captain of Troop A, First United States Volunteer Cavalry, known as the "Rough Riders".  

     Turner Network's "Rough Riders" featured Sam Elliott as Buckey O' Neil.  

     In the movie Sam Elliot did not wear the cord, but it was still used by many of the regulars.  Notice the sabers and the one are worn on the side, this indicated volunteers as opposed to regulars.
